PROF. OYESOJI AREMU DELIVERS FIRST INAUGURAL LECTURE IN THE GLOWING HISTORY OF INSTITUTE OF PEACE AND STRATEGIC STUDIES, UNIVERSITY OF IBADAN TITLED "THE TRINITY AND THE MISSING MISSION IN POLICING"

On Thursday 18th of May 2017, Director, Distance Learning Centre, University of Ibadan Prof. Oyesoji Aremu Amos, on behalf of the Institute for Peace and Strategic Studies, University of Ibadan delivered the University's 410th inaugural Lecture and the 11th inaugural Lecture for 2016/2017 academic session. He indeed did set a landmark as the first to give an inaugural Lecture from the Institute for Peace and Strategic Studies under the Leadership of Prof. Isaac Albert Olawale, first inaugural Lecture for the strategic studies unit which he's coordinating, and first lecture from the field of counseling and criminal justice in Nigeria.

The stimulating lecture had in attendance distinguished Professors, principal officers of the University, academic and non-academic staffs, Students, men in uniform [NSCDC, FRSC, Nigeria Police force and others], the inaugural Lecture which was held at the Famous Trenchard Hall, University of Ibadan was delivered in a grand style as there was series of side attractions from the police band, Zik Hall supporters team and many others. Notably, those in attendance at the inaugural Lecture are as follows- The Deputy Vice-chancellor (administration), University of Ibadan - Prof. Emilolorun Aiyelari, Deputy Vice-chancellor (Research, innovation and Strategic partnerships), University of Ibadan - Prof. Adeyemo, Dean of Students' Affairs, University of Ibadan - Prof. ATP Ajuwape, Dean, Faculty of Education; University of Ibadan - Prof. M.K Akinsola, Director of Public Communications, University of Ibadan - Tunji Oladejo, Prof. Ayo Hammed, Prof. Andrew Fadoju, Dr. Bisi Oladeji and many other lecturers from faculty of Education, University of Ibadan, The Registrar, University of Ibadan - Olujimi Olukoya and many others.






In his inaugural Lecture titled the "The trinity and the missing mission in policing", He asserted that policing is synonymous to security and as such the absence of security provides us with the need for policing, hence were policing is effectively rooted, there would be peace and sustainable development. He categorically stated that Nigeria as a sovereign democratic country has its own share of insecurity which has apparently brought hardship and psychological distraught to the citizens.


 While citing the Boko Haram menace, Fulani Herdsmen killings, Kidnappings and their unscrupulous activities in the nation, He presented statistics of casualties affected by terrorism, He furthermore faulted the fact that there's lack of empirical data especially during warfare which has now become a national shortcoming as such he relied on the data of the 2015 Global terrorism index which ranks Nigeria as the third most terrorized Country after Iraq and Afghanistan. He stated categorically that there's a significant difference between terrorism and Insurgency, he asserted that everyone is caught in the Web of mixing up the two terms together or interpreting it the same way, He said "I've to do this because of the common mistakes people make on this two concepts.. Even the media is not exempted" He said terrorism is a war waged against innocent and unsuspecting public driven by religious or political ideology while Insurgency is an ideology motivated by agitation of a group of people to vent their displeasure against a constituted authority.

Speaking further, He extensively discussed about the composition and formation of the Nigeria police force. He said the police need to be constantly aware of the attitude they express while in contact with the public. He stated that police governance is tied to the dictates of the ruling class which in many cases are abused.

While speaking on the issue of corruption in the Nigeria police force, he said "just as it's generally in our national life in Nigeria, so it's in the Nigeria police force", He highlighted series of factor which are apparently responsible for motivation of corruption in the Nigeria police force, they include Poor remuneration, poverty, dregs of society and others.


In concluding part of his lecture, He urged the public to drop the age-long mindset of reticence they have of the police, he also advised that the agency should work on its corporate image through its personnel, He also advised the Federal Government address the challenge of welfare and funding of the agency in a transparent manner. He furthermore advocated that the federal government should immediately declare a state of emergency in the Nigeria police force and as such the government should begin the enlistment of able-bodied, educated and emotionally intelligent Nigerian youth. He unequivocally stated that the Federal Police as it stands should be deregulated to give way to multi level policing that would comprises federal police, state police, local police and institutional police this would therefore promote relationship and encourage output.
